In China, official named tour operators as travel agency. In general, traditional known travel agency brands as CITS, CTS, CYTS are top 3 ranking operators (earlier owned by state) in China with thier local "branches" (but most of them owned by local government). The business scope of travel agencies general covers the business of inbound and domestic tourists, but only a few of them actually developing inbound tourist business. The business scope of outbound tourist are licensed to operate by MCT.
